I think they are able to opt out via age exemptions AND school exemptions. The community is age-restricted (55 and up), so there are no elementary or middle schools. In Mesa, AZ there are no property taxes. I think it may be the same in Sun City (retirement town). They find a way to opt out of most taxes.
